- conduct in-depth tax audits and field inspections to ensure accurate and equitable assessment of businesses taxes
Accomplishments
- leader in use of automation - first in Commonwealth with online vehicle personal property tax account access - first with business license registration and renewal and business property reporting
- one of only a few offices in Loudoun government that remained open throughout the COVID pandemic ensuring continuous service to Loudoun taxpayers
- assist county's economic development efforts by counseling prospecting businesses on advantages of Loudoun location
- worked with Treasurers Office & incorporated towns to implement consolidated property tax billing
- at request of Board of Supervisors, assumed responsibility for real estate assessment function in 2012 resulting in a more taxpayer focused program
- created tax exemptions and deferrals division to oversee county’s multimillion dollar tax exemption programs for the elderly, disabled, veterans, solar equipment and the land use program for farmers
- worked with Clerk of Circuit Court’s office to institute a deed interface to automatically receive property ownership transfers into the real estate assessment system which speeds up the availability of real property ownership changes online
- navigated exponential growth in residential and commercial sectors while retaining personal touch

Service in the Community
In addition to his service as Commissioner of the Revenue, Bob has numerous business and professional affiliations and has served on the Loudoun Credit Union Board, Goose Creek District Boy Scouts Committee and is a member of Leadership Loudoun Class of 2003. He also has served as President of the Alumni Association and Rector of the Board of Visitors of Longwood University, his alma mater.
